Classified management of ELV dismantlers and improving working performance project 2020

The implementations were summarized as the following, 1. Revise levy and subsidy rate and extended vehicle producer responsibility This project has commented on the reduction of chlorine-containing in vehicles would increase the ASR (Automobile Shredder Residue) energy recovery percentage that could be used as indicator for levy rate, and proposed phased program asked designated responsible enterprises to declare the chlorine-containing materials in the short-term, and carry about new different levy rate indicator in next stage. There was a seminar on the above topic. Completed 6 meetings of discussing dismantle component list with chamber of ELV (end-of live vehicle) dismantler and disposal enterprises which proposed “front glass” and “seat foam” as regulated materials of Auditing and Certification. This project estimated the manual work and equipment purchase cost and completed a draft of subsidy rate for ELV dismantler. Update the rate factors and calculate the levy rate for the ELV recycling rate achieved 100%, calculation result showed the automobile is 9,313~9,365 NTD/vehicle, and the locomotive is 3,167 NTD/vehicle. This project had completed capturing 20 responsible enterprises who hadn’t paid the levy fee (about 638 thousand NTD), and the results were submitted to EPA. 2. Enhance ELV dismantler classification management system This project has reviewed literature on KZD certification (Netherlands) and Gold Seal standard (Canada). Completed ELV dismantlers classification trial assignment and revised classification index content. This project has commented on the ELV recycling practices of Xin Gong Environmental Company, Dali Metal Company, and Fortune Federal Company for reference by other companies. Completed 21 visits to the ELV dismantlers, and drafted a BAT manual (including factory management, ELV dismantling operation procedures, and fire management) as a reference for public unit guidance and industry self-improvement. Completed 3 educational sessions of ELV’s workshops and presented the issue concerning how to improve the in-situ management (including industrial safety and improve working function), proper ways to recycle refrigerant, and assist participants to familiar with the operation of RRMS. Overall, total 168 people attended these meetings. 3. Improve the fire protection management of ELV dismantler This project set up the disaster prevention general information via visiting ELV dismantler. Commented on the causes of fires in ELV dismantler and proposed improvement strategies. Completed the fire safety manual. Referred to the relevant regulations of Category D in the "Standards for the Installation of Fire-fighting Equipment in “Various Places" and proposed amendments to the audit and certification manual for the fire management of ELV dismantler.
